一年一度的全国人代会和全国政协会，是讨论国家大政方针的大会，是人民代表和政协委员履行职责的法定形式。因此在老百姓的心目中都一直是非常神圣的。一个地方能够出一个全国人大代表或政协委员，会令当地所有人都感到骄傲和自豪。

第三，网络技术的发达与普及，为百姓参与提供了方便。人民网今年“两会”前夕推出的“两会”博客，在代表、委员和老百姓之间建立起了沟通的平台，很多代表和委员都申请开通了人民网博客。“两会”期间人民大会堂内摆放着多台电脑供代表和委员使用。另外，人民网、新华网、央视国际等国内主流网络媒体，都在“两会”期间开通了专栏，给网友们的参与提供了快捷的服务。
喜看老百姓都可以参与“两会”了！”。“两会”是人民参政议政的平台，是民意与国家意志合一的重要途径。“两会”是国家政治文明的一面镜子。越来越多的普通百姓可以及时地参与“两会”，是“人民当家作主”在广泛意义上的更加充分地体现，我们国家的政治文明如此快速地进步，正是民之幸甚、民族之幸甚、国家之幸甚！

为了获得更多公众的关注和支持，中国政府允许人民代表大会成员通过网络Blog和其他公民进行沟通和交流。目前在5000名人大代表中，已经有8名获得批准发布Blog，还有不少代表大会成员提交了申请。中国政府新闻机构《人民日报》网站将负责该Blog站点运行。
当然，其中绝大部分为颂扬内容，也有一部分关注这个13亿人口大国普通群众的生活状态－－例如，人大代表潘石屹就就城乡建设导致贫富差距扩大的问题发表了自己的看法。

Chinese Government sets up blogs..Oh the Irony

China’s government is trying to boost public interest in its figurehead parliament and its companion advisory body by setting up Web logs for members as they meet this week.
Called “bo ke” in Chinese, blogs are popular with young people despite strict censorship rules.
In one posting, National People’s Congress delegate Zhou Hongyu wrote that serving in the legislature is a way to “fulfill my duty and be a better deputy.” via Las Vegas Sun
China has clearly fallen off their rocker. Deciding to start using blogs as their personal propaganda machine against their own people. I think people will complain when they don’t set up comments, or when they start blocking comments. I mean I have been stating for awhile as have many around the net that a blog isn’t’ a blog unless you open up the comments for discussion. That’s what separates a blog from just another website. Maybe in China a blog is just a static website. Maybe if they tell their citizens that long enough they will believe it. Maybe if they tell them that blocking their own blogs is democracy too China will believe that.
