1、 执行摘要
计划书的开头应当说明其他各部分的要点，总结概括整个研究计划。
2、 背景
应该讨论问题的背景，包括环境背景。
3、 问题定义/研究目的
一般来说，问题的陈述（包括问题的具体组成部分）应该包含在计划书中。如果还没有提出问题陈述（在确定问题的研究中），应当明确说明营销研究项目的目的。
4、 问题的研究框架
计划至少应该提供相关的学术上或行业文献的回顾，以及某种分析模型。如果已经确认了研究问题、假设以及影响研究设计的因素，那么这些就应包括在计划书中。
5、 研究设计
应该明确说明所采用的研究设计，无论是探索性、描述性或者因果研究都应如此。所提供的信息应该包含以下内容：所得到的信息的类型、问卷的填写方法、量表技术、问卷的性质（所问问题的类型、长度、平均访谈时间）、抽样计划和样本量。
6、 现场工作/数据收集
计划书应该说明如何收集数据以及由谁来收集数据。如果将现场工作转包给另一公司，则应该予以说明。计划书应该描述确保数据收集质量的控制体系。
7、 数据分析
计划进行的数据分析的类型以及如何解释结果都应该在计划中予以说明。
8、 报告
计划书应该说明是否提交中期报告以及在什么阶段提交，最终报告以何形式提交，是否提交关于结果的正式汇报。
9、 成本和时间
计划书应该说明每阶段的成本和时间安排，应该包含重点路径图法和项目评估技术，在大型项目中，报酬表也应该预先拟定出来。

步骤7 确定问题的顺序
1、&#160; 开头的问题应该有趣、简单、不咄咄逼人。
2、&#160; 确认资格的问题应该作为开头的问题。
3、&#160; 首先获得的应该是基础信息，其次是分类信息，最后是标识信息。
4、&#160; 困难的、敏感的或复杂的问题应该放在靠后的顺序。
5、&#160; 泛指的问题应该放在特定的问题之前。
6、&#160; 应该按照逻辑顺序提问。
7、&#160; 分叉问题应该被谨慎地设计以涵盖所有可能出现的情况。
